If you aren't winning over 70% of the proposals, then reevaluate how you can improve your business.  

Do you track your proposal wins and losses? 
How do you reevaluate?

Good advice. In my agency life, by the time we got to proposal stage, clients felt invested. We tracked our proposal win/loss rate, and it was usually over 90%. What worked for us was investing time before the proposal stage to ask a lot of questions. We'd then figure out exactly what the client needed -- which was often different from what they were asking for -- and the proposal would speak directly to those challenges.
